I believe some people notice and understand certain things faster, or on a more subconscious level, but pretty much anyone can learn how to draw/paint, everyone can learn the rules of art (composition/design, construction, value, color, edges, etc) but not everyone will reach master status. I know an artist that filled one huge sketchbook per month for a full year. To call him talented would be spitting at all the work he did. Everything else, what Wicked-Illusion said
